The first is that, with the mod Dezelles mentioned, you can use the water source as a drain instead and basically solve the problem of overflow that way. There are a couple things to note relating to your request. but if it can be realized by the existing mechanics of a building in the game after modifying it a bit, then why not? Yes, it is possible to make with extra terraformation tools. I don't know if it is hard to make panels for such buildings separately for each one, but in that case there would be a possibility to have sustained lakes, streams and such which wouldn't be too deep or overflooding. so you can't, lets say, set them to release 3000m^3 of water which would be enough to support a lake for example. There are Fresh Water Outlets (building in the water buildings) which releases excessive fresh water from the system, 24000m^3 or smth at most if I remember it right. Especially when there is one in game, which is working just for a fixed amount of water it releases. but it is still a bad solution for something as simple as making an artificial water source. Of course, I can pre-edit that or in worst case use a mod. I don't mean water sources in map editor.
